Before the Court is the appeal of the Department of Transportation, Bureau of Driver Licensing (Bureau) from the decision of the Court of Common Pleas of Allegheny County (common pleas court). The common pleas court sustained the statutory appeal of Timothy B. Richards (Richards) from the Bureau's three-month suspension of his motor vehicle registration pursuant to 75 Pa.C.S. § 1786(d).
