Plaintiffs Phillip Walker and Norma Jackson brought this action for compensatory damages against the District of Columbia, claiming that the District of Columbia Public Schools ("DCPS") failed to provide Phillip with the special education to which he was entitled under the Individuals with Disabilities Education Act ("IDEA"), 20 U.S.C. § 1400 et seq.
