Apparently concerned about youngsters absenting themselves from school, the Worcester city manager designated all officers of the Worcester police department as "supervisors of [school] attendance." Shortly thereafter, the Worcester police chief promulgated a special order setting out certain procedures the officers were to follow in carrying out their supervisory responsibilities.
