Valerie Annette Taylor filed a petition for divorce against her former husband Richard Owen Taylor who is currently incarcerated in the Institutional Division of the Texas Department of Criminal Justice. The Attorney General intervened to enforce an assignment of Valerie's right to child support under chapter 231 of the Family Code. Because Richard was incarcerated, he did not appear for trial.
