Appellant-Defendant, Bright PCS/SBA Communications ("Bright"), appeals from the trial court's denial of Bright's motion to dismiss Appellee-Plaintiff John Seely's petition for writ of certiorari. Bright presents two issues upon appeal, one of which we find dispositive.
