On November 18, 1999, a grand jury, pursuant to 18 U.S.C. §§ 287, 1001, 1341, and 1343, indicted Defendants W.D. Mask, III and Mask Cotton Co., Inc. ("Masks") for engaging in fraudulent activities relating to trading cotton between November 1, 1994 and May 25, 1995.
