MARKEY, J.

Plaintiffs appeal by right the circuit court's orders granting summary disposition in favor of defendant Commissioner of Financial and Insurance Services, formerly the Commissioner of Insurance, and denying their motion for reconsideration after the circuit court ruled that it was without jurisdiction to issue a declaratory judgment in this matter. We affirm.
