District Court of Appeal of Florida, First District.

June 18, 2001.

Attorney(s) appearing for the Case

Ben R. Patterson of Patterson & Traynham, Tallahassee, for Appellant.

William G. Nelson and John Milla, Assistant General Counsel, Tallahassee, for Appellee.
