The State appeals from an order setting aside judgments of conviction on two simple misdemeanor charges tried before a magistrate. The defendant, James L. Brooks, had appealed those convictions pursuant to Iowa Rule of Criminal Procedure 54, which requires the issues on appeal to be decided by a district judge or district associate judge.
