Plaintiff, Douglas McCray ("McCray"), initiated a lawsuit against the City of Dothan, Alabama ("the City") and various police officers, including Adrianne Woodruff ("Woodruff"), Jeffrey Howell ("Howell"), Tim Ward ("Ward"), Greg Carpenter ("Carpenter"), David Carmichael ("Carmichael"), and Stacy Robinson ("Robinson")1
