This case involves a vote by the Marion County Board of County Commissioners to deny respondent Joe Priest's request for a "special use permit." Priest wanted to use his site to withdraw 100,000 gallons of water a day so the water could be sold as bottled water in Zephyrhills in Pasco County. The County Commission voted to deny the permit.
