Petitioner Ryszard Kowalczyk appeals from a final order of exclusion entered by the Board of Immigration Appeals ("BIA") denying his request for asylum and withholding of deportation under the Immigration and Nationality Act ("INA"), see 8 U.S.C. § 1158(a).
