Appellants appeal from the Superior Court's order reversing the Coastal Resources Commission's, (hereinafter "CRC"), decision in an expedited hearing process. The CRC's order denied appellee's request for a variance. The Superior Court's order found that based on the whole record, there was not substantial evidence to support the CRC's conclusions of law.
