BACKGROUND

On November 25, 1991, Gloria Thomas was injured in an automobile accident within the course and scope of her employment with Lincoln Public Schools (LPS). Thomas was a passenger in a van owned by LPS, which was struck by a vehicle owned and operated by Kathryn K. Romjue. LPS paid Thomas workers' compensation benefits for medical expenses and lost wages, with its last payment of any compensation benefit occurring on July 26, 1994...
