MEMORANDUM OPINION AND ORDER

BUCKLO, District Judge.

On November 19, 1999, Amber Nicole Spencer was handcuffed and detained at Union Station in Chicago, Illinois, as she stepped off of an Amtrak train. As the train pulled into the station, Bud Neuhaus, an Amtrak train conductor, identified Ms. Spencer to Vern Miller, an Amtrak police officer, as someone who had assaulted another passenger on the train...
