Julian Daniels, the appellant, obtained an automobile liability insurance policy from Allstate Indemnity Company (Allstate) in January 1997. Daniels was required to keep a proof of financial responsibility on file with the Department of Motor Vehicles (DMV) pursuant to Neb. Rev.Stat. § 60-524 (Reissue 1998).
