FACTS

On April 25, 1998, the defendant sold two twenty dollar rocks of crack cocaine to a confidential informant working undercover for the narcotics division of the Allen Parish Sheriffs Department. The defendant, Franklin Thomas, Jr., was charged by bill of information filed May 4, 1999, with distribution of a controlled dangerous substance, Schedule II—cocaine in violation of La.R.S. 40:967(A)(1).
