[¶ 1] This appeal requires that we consider various issues arising from passage of an annexation ordinance and the issuance of a liquor license. Appellee the Town Council of the Town of Torrington (Town Council) passed an annexation ordinance for property belonging to Appellees Eddington, Hill, Marlatt (property owners), 77 Capital Corp.
