This case is before us on review for the second time. See SAIF Corporation v. Paxton, 154 Or.App. 259, 959 P.2d 634 (1998). In the current proceeding, RLC Industries (RLC) seeks reversal of an order of the Workers' Compensation Board that assigned responsibility for claimant's hearing loss to it under the last injurious exposure rule. We reverse.
