This is a civil rights action brought pursuant to 42 U.S.C. § 1983 by two officers of the Knoxville Police Department. Plaintiffs Dick I. Taylor and Robert J. Taylor, who are father and son, claim that the defendants violated their procedural and substantive due process rights by terminating them and later retaliating against them after their reinstatement, for exercising their right to freedom of speech...
