I. INTRODUCTION

In 1996 the superior court granted the Department of Health and Social Services (the department) temporary custody of E.H.'s two sons, J.J.H. and J.M.H. The court adjudicated the boys children in need of aid (CINA) in 1997. In 1999 the department successfully petitioned for termination of E.H.'s parental rights.
