Following a grand jury indictment, Rupert T. Doyle conditionally pleaded guilty to the assimilated, felony offense of driving while intoxicated on January 22, 1999 while within an exclusive federal jurisdiction area on Whiteman Air Force Base, Missouri, in violation of the Assimilative Crimes Act, see 18 U.S.C. § 13(a), and Mo.Rev.Stat. §§ 577.010 and 577.023.
