Plaintiff filed this action under 42 U.S.C. § 1983 alleging claims arising out of his incarceration in Multnomah County jails. Plaintiff's Third Amended Complaint (# 73) alleges 39 claims relating to conditions of confinement, right of access to the courts and medical care. Plaintiff also alleges in his Statement of Facts that defendants violated the Americans with Disabilities Act ("ADA") and denied him access to the courts...
