In this case, we must determine what constitutes a valid "detainer" for purposes of the Interstate Agreement on Detainers (the "Agreement"), which Nevada has codified at NRS 178.620. As it pertains to Nicholas Theis's case, we must determine whether a detainer was lodged when either: (1) Washoe County recorded the existence of a complaint against Theis in the National Crime Information Center ("NCIC") database...
