On April 21, 1998, Dylan Lacey's father dropped him off at the Lake Placid Central School in the Village of Lake Placid, Essex County, at the beginning of the school day. As Dylan crossed Cummins Road toward the school building, he was struck by a vehicle owned and operated by Peter LaRock, sustaining multiple fractures of his right leg. The fractures were treated by means of closed reduction and casting and no-fault benefits were paid by LaRock's auto...
