In August 1999, appellant Hennepin County Department of Child and Family Services (DCFS) filed a petition seeking termination of respondent Deloris Coats' parental rights to her four children. A pretrial hearing was scheduled for October 12, 1999, and trial was set for November 23, 1999. Although Coats had received notice of the pretrial hearing, she failed to appear.
