This civil case arises in the midst of an ongoing federal criminal investigation, commonly referred to as "Operation Safe Road." Being investigated are alleged fraudulent activities during the 1990s in the Illinois Commercial Drivers' License Program as administered by the Illinois Secretary of State's Office while George H. Ryan was Secretary of State. Ryan is now Governor of Illinois and has not been charged in the investigation...
