This proceeding stems from a 1998 announcement by respondent State University of New York (hereinafter SUNY) of a vacancy for a "staff assistant" position in the warehouse department of SUNY-Plattsburgh, which position was entitled "warehouse staff assistant" in an internal SUNY-Plattsburgh announcement.
