Reginald Williams was convicted of possessing with intent to distribute cocaine base ("crack") in violation of 21 U.S.C. §§ 841(a)(1) and 841(b)(1)(A). The district court sentenced Mr. Williams to 151 months of imprisonment, a five-year term of supervised release, and a $50 special assessment.
