Petitioner first joined the New York State and Local Employees' Retirement System in 1962 during his employment as a mental health therapy aide at Creedmoor State Hospital. In 1969, he became a member of the New York City Police Department and subsequently became a member of the New York City Police Pension Fund (hereinafter the Fund). Petitioner worked intermittently at each job until 1977 when he began working full time for both the Police Department...
