Fred B. Eidson is a licensed real estate appraiser. The Department of Licensing ("the Department") received a complaint regarding two appraisal reports Eidson signed. After a hearing, the Department concluded that Eidson violated the Real Estate Appraiser Act, revoked his license for three years, and imposed a $300 fine. Eidson appeals.
