In this case, intervenor, Metro Riverboat Associates, Inc. ("Metro"), appeals from an unfavorable judgment of the trial court whereby a permanent injunction was issued enjoining the Louisiana Gaming Control Board ("Board") from taking any action to enforce certain escrow orders entered by the Board relative to the gross gaming revenues of the Belle of Orleans, L.L.C. ("Belle"). For the reasons that follow, we reverse in part and remand for further proceedings...
