In 1999, after defendant County of Ulster acquired title to numerous properties as a result of real property tax delinquencies, the County treasurer was authorized to sell the properties at public auction. The County then entered into an agreement with its villages whereby the properties would be sold free of village tax liens and the County would satisfy such liens out of the sale proceeds.
