As the world well knows, California restructured its electricity market a few years ago. The current case arises out of a decision by the Federal Energy Regulatory Commission approving certain proposals allocating decisionmaking power in the modified market. In the fast-moving life of California's energy problems, all but one of the petitioners' claims have become moot...
