In this appeal from an order of the Workers' Compensation Commission (the commission) awarding Susan Taylor disability benefits, the Henrico County Department of Public Utilities (the County) asserts that the commission erred by 1) finding that a de facto award of benefits existed between March 20 and September 14, 1996; and 2) holding that Taylor's January 13, 1998 supplemental change in condition application related back to her May 14, 1997...
