Petitioner, the wife of deceased claimant Barry Veselik, seeks judicial review of a determination of the Workers' Compensation Board (Board) that reversed claimant's award for permanent total disability (PTD) benefits. Petitioner argues that ORS 656.283(7) is unconstitutional on its face and that the Supreme Court's decision in Koskela v. Willamette Industries, Inc., 331 Or. 362, 15 P.3d 548
