Jose Nieves-Gonzalez appeals pro se from an order denying his postconviction motion for court-appointed postconviction counsel. Nieves-Gonzalez argues that he was denied his right to counsel and to an adequate first appeal, in violation of the Fourteenth Amendment. We agree and conclude that the trial court erroneously exercised its discretion because it applied the federal poverty guidelines incorrectly...
