Attorney(s) appearing for the Case

Stephen C. Moss, argued, Kansas City, MO, for appellant.

J. Daniel Stewart, Asst. U.S. Atty., argued, Kansas City, MO, for appellee.

Before WOLLMAN, Chief Judge, HANSEN, Circuit Judge, and BARNES, District Judge.
