The Narragansett Electric Company (Narragansett or the company) has sought our review of a decision of the Public Utilities Commission (commission) that ordered the company to pay a $1.65 million refund to the company's ratepayers. The refund represented Narragansett's overpayments for transmission costs to New England Power Company (NEPCO) during 1997 to 1998.
