(LTD), a contract purchaser of property in the Township of Southampton, from a final decision of the Council on Affordable Housing (COAH), granting substantive certification under the Fair Housing Act, N.J.S.A. 52:27D-301 to -329, to an affordable housing compliance plan submitted by Southampton, and denying LTD's motion
