Appellant Phillip Pulliam is charged with one count of possession with intent to distribute five kilograms of cocaine in violation of 21 U.S.C. § 841(a)(1). The cocaine was uncovered during a search of his vehicle. Pulliam filed a motion to suppress the evidence from that search, contending that the search violated his Fourth Amendment rights.
