The state appeals from an order of the district court granting Severino Zavala's motion to suppress. For the reasons set forth below, we reverse and remand.

I.

BACKGROUND

On May 7, 1998, a Twin Falls County deputy stopped a car for speeding. After effectuating the traffic stop, the officer approached the car and made contact with the driver. The driver provided an Illinois driver's license identifying him as Zavala....
