Appellant Juan Camilo Bravo appeals the district court's denial of his request for a downward departure and application of the "safety valve" provision, 18 U.S.C. § 3553(f), in conjunction with the modification of his sentence pursuant to 18 U.S.C. § 3582(c)(2). On appeal, Bravo argues that the district court erred by concluding that it lacked authority to depart from the sentencing guidelines or to apply the "safety valve" provision...
