CDM Enterprises, Inc., trading as Colonial Homes Center (Colonial), appeals from a decision of the Circuit Court of Halifax County (circuit court) upholding a decision of the Virginia Manufactured Housing Board (Board). On appeal, Colonial contends the circuit court erred in failing to find that the doctrines of res judicata and collateral estoppel barred recovery. Colonial further asserts that, in any event, the Board lacked statutory authority...
