These petitions, consolidated for purposes of disposition, are hybrids brought pursuant to RPTL article 7, Agriculture and Markets Law article 25-AA and CPLR article 78. Issue has been joined, and the first cause of action of each petition, which challenges the valuation of the subject property pursuant to RPTL article 7, has been severed and noticed for trial.
