Petitioner Susan Pickrel appeals from the decision of the Director of the District of Columbia Department of Employment Services, who concluded, contrary to the hearing examiner, that petitioner was not entitled to death benefits under the D.C. Workers' Compensation Act because she did not qualify as a "widow" within the meaning of that Act.
