This appeal involves the question of the extent of insurance coverage for a nonresident who drives his vehicle into Kansas, parks it on private property, subsequently drives a Kansas resident's motor vehicle, has an accident, and is injured. The question we must resolve is this: Does the Kansas Automobile Injury Reparations Act (KAIRA), K.S.A. 40-3101 et seq., require the insurer of the Kansas vehicle or the insurer of the nonresident's vehicle...
