In this appeal, Defendant-Appellant Ivy West (West) challenges the January 5, 1999 Judgment of the District Court of the First Circuit, Honolulu Division (the district court), as amended upon reconsideration on January 29, 1999, which determined that she committed the traffic infraction of "noncompliance with speed limit prohibited" (speeding), in violation of Hawaii Revised Statutes (HRS) § 291C-102 (1993).
