We withdraw our opinion issued August 31, 2000, and substitute the following corrected opinion.

A jury convicted appellant, Igdalia Flores, of violating a City of Houston ordinance requiring entertainers employed by a sexually oriented enterprise to obtain a permit from the City of Houston.
