KIRSCH, Judge

Kimberly (Reichelt) Hudgens appeals the trial court's order terminating her parent-child relationship with her four minor children. We restate the issue for consideration as follows:

Whether the State must present clear and convincing evidence that the termination is in the best interests of the children and that the State has a satisfactory plan for the care and treatment of the children when the natural parent voluntarily...
